Тема это, конечно, далеко не новая, но отдельного поста по этому поводу у меня пока что ещё не было, а оно того стоит.
Инвестиции в инфраструктуру были одним из центральных пунктов в предвыборной программе Трампа.
Так, на республиканских дебатах еще в декабре 2015 года Трамп сказал:
In my opinion, we’ve spent $4 trillion trying to topple various people that frankly, if they were there and if we could’ve spent that $4 trillion in the United States to fix our roads, our bridges, and all of the other problems; our airports and all of the other problems we’ve had, we would’ve been a lot better off. I can tell you that right now.
Незадолго до выборов, руководители тогдашней экономической команды Трампа, Wilbur Ross (сейчас Secretary of Commerce), Peter Navarro (сейчас Director of the Office of Trade and Manufacturing Policy), выкатили целый программный документ Trump Versus Clinton On Infrastructure, где они буквально жгут напалмом:
The US ranks ninth in roads investment as a percent of GDP and twelfth on the Global Competitiveness Index in infrastructure. More than 60,000 American bridges are considered “structurally deficient.” Traffic delays cost the U.S. economy more than $50 billion annually.
Building new infrastructure is a critical part of any growth strategy. Every $200 billion in additional infrastructure expenditures creates $88 billion more in wages for average Americans and increases real GDP growth by more than a percentage point. Each GDP point creates 1.2 million additional jobs.
Remember too that with the decline of manufacturing in our country, infrastructure projects are one of the few high paying jobs that could employ the less well educated segment of our population. At present one-sixth of the 18 to 34 year old prime working age population is either unemployed or in prison and the minority group statistics are even worse. Infrastructure could help solve this sociological tragedy.
Over the last eight years, the Obama-Clinton administration has doubled our national debt from $10 trillion to almost $20 trillion. Yet despite this massive deficit spending, less and less of it has been going into our infrastructure.

В своей речи в ночь выборов Трамп сказал:
We are going to fix our inner cities and rebuild our highways, bridges, tunnels, airports, schools, hospitals. We’re going to rebuild our infrastructure, which will become, by the way, second to none. And we will put millions of our people to work as we rebuild it.
Тогдашний советник Трампа Steve Bannon рассказывая о планах новой администрации, как истинный лениненц, выдвигает революционный лозунг, rebuild everything:
Like [Andrew] Jackson’s populism, we’re going to build an entirely new political movement … It’s everything related to jobs. The conservatives are going to go crazy. I’m the guy pushing a trillion-dollar infrastructure plan. With negative interest rates throughout the world, it’s the greatest opportunity to rebuild everything. Shipyards, ironworks, get them all jacked up. We’re just going to throw it up against the wall and see if it sticks. It will be as exciting as the 1930s, greater than the Reagan revolution — conservatives, plus populists, in an economic nationalist movement…
Трамповская transition team выкатила специальный сайт, greatagain.gov, где в числе прочего был специальный раздел по инвестициям в инфраструктуру:
The American people have been burdened by a transportation system that has been neglected far too long. From traffic jams, poorly maintained farm/ranch-to-market roads, airport and airline delays and crowded subways, our system is literally falling apart.
Americans deserve a reliable and efficient transportation network and the Trump Administration seeks to invest $550 billion to ensure we can export our goods and move our people faster and safer. We will harness technology and make smarter decisions on how we build and utilize our infrastructure. Our roads, bridges, airports, transit systems and ports will be the envy of the world and enhance the lives of all Americans. We will build the roads, highways, bridges, tunnels, airports, and railways of tomorrow.
Отгремели фанфары. Прошло два с лишним года. Сайт greatagain.gov давно закрыт (с доменного имени идет редирект на официальный сайт БД). Bannon давно уже не в БД. Wilbur Ross и Peter Navarro, впрочем, спокойно сидят на своих местах, но наращивание госдолга без всяких инвестиций в инфраструктуру их почему-то перестало беспокоить, у них всё хорошо. Никаких, даже минимальных усилий, по осуществлению всех этих грандиозных планов (Our roads, bridges, airports, transit systems and ports will be the envy of the world) администрацией предпринято не было.
А ведь даже Берни Сандерс рассчитывал хоть на что-то:
Sen. Bernard Sanders said Thursday he can see himself working with President-elect Donald Trump on issues like infrastructure and trade
Наивный какой дедушка.
Но это еще не конец истории.
Несколько дней назад организация под названием American Road and Transportation Builders Association опубликовала документ о состоянии американских мостов, 2019 Bridge Report.
Пролистайте этот пост чуток наверх, видите, там как раз цитата из документа Росса/Наварро про “structurally deficient" bridges? Вот это как раз об этом.
Ну, документ как документ. Там есть график такой, количество этих самых structurally deficient bridges по годам, с 2014 года (абсолютные цифры несколько ниже, чем у Росса/Наварро, но это потому что определение несколько изменилось).
Ну делаем простую арифметическую операцию, сколько же мостов было починено за последние 4 года (надо полагать, что периодически появляются новые structurally deficient мосты, которые раньше считались нормальными, но вряд ли этот приток сильно меняется от года к году, так этим можно в первом приближении пренебречь).
Вот результат:
Вопрос. Что такое произошло у нас в стране между 2016 и 2017 годами, что мосты резко перестали чинить? Массовое стихийное бедствие? Война? Эпидемия чумы?
А, ну да.
